The evaluation was conducted by the University of New South Wales (UNSW) Consortium, managed by the Social Policy Research Centre UNSW, with additional researchers from the Disability Studies and Research Institute and the University of Queensland. The evaluation was conducted over 18 months. Design was from October to December 2003; fieldwork from February to November 2004; and final analysis from December 2004 to March 2005.
