Abstract
This thesis identifies and traces the key factors
in Australian society up to 1975 which led to the Commonwealth
Government becoming involved in the provision of domiciliary
services primarily for aged people. More specifically the
focus in the thesis is on the origins and implementation of the
States Grants (Home Care) Act 1969-73, the Delivered Meals
Subsidy Act 1970-74 and associated Commonwealth legislation.
In carrying through the study a number of
approaches are en1ployed. The process of development of the
factors that gave rise to the Commonwealth Governments
''Home Care Programme" is traced from colonial times up to
the period 1969-1970. the implementation of the relevant
legislation is described, and the National "Home Care
Programme" is evaluated.
Alfred J. Kahn's model of social planning has been
used as a conceptual framework in the selection of historical
data for the thesis and also as a theoretical model against which
the Commonwealth's "Home Care" policies are evaluated.
