dc.description.abstract | There has been increasing policy concern in recent years that with rapid changes taking place in communications technologies, a ‘digital divide’ has been opening up between those able to take advantage of technological advances and those who, for a variety of reasons, cannot. This review was commissioned by Low Income Measures Assessment Committee (LIMAC) as a contribution to further debate and public policy development on access and affordability for telecommunications. The report has a specific focus on people with low incomes and other disadvantaged social groups and will form part of LIMAC’s annual report to the Commonwealth Minister for Communications on Telstra’s performance in this field. The report consists of a search and review of the key literature on the relationship between telecommunications and community wellbeing, access and affordability issues for disadvantaged groups and a benchmarking exercise on how Telstra’s programs compare with those in other comparable countries. The report concludes with some recommendations for taking forward practice and policy debates on access and affordability in the light of rapid technological change. | en_US |
