Abstract
Frequently in Australia, only one water conservation dam is constructed with a gated spillway on a major river. Inadequate account is taken of the of conflicting objectives of water conservation and flood mitigation. Flood forecasting can reconcile these. Gate operation based on flood forecasting can achieve appreciable flood mitigation without reduction in water conserved, and without danger to the dam.
